Why surrogacy costs in Ukraine are different

Ukraine combines an established assisted-reproduction sector with a legal framework for gestational surrogacy. Medical and operational costs remain lower than in many Western countries, while intended parents can work with experienced reproductive doctors, embryology teams, coordinators and Ukrainian legal specialists.

The name of a clinic alone does not determine the outcome. The relevant combination is the treating doctor, the embryology team, the team handling medical documents and an experienced agency able to coordinate every part of the case. Nova Espero reviews each family’s diagnosis, existing embryos, nationality and documentation requirements before recommending a pathway.

1. Gestational surrogate compensation: USD 30,000–33,000

This is usually the largest part of the program budget. It covers the agreed compensation, monthly allowances, routine pregnancy-related reimbursements, travel for medical appointments and prescribed medicines within the agreed program scope.

Payments are made in stages as the program progresses; a full advance payment is not required. If the intended parents prefer, monthly payments may be transferred directly to the surrogate mother’s personal bank account. The compensation schedule and the handling of exceptional circumstances are documented in the contract before the program begins.

The range reflects differences in candidate compensation and practical circumstances such as location and travel. The applicable amount is fixed in the individual agreement.

2. Frozen embryo transfer package

The FET package covers preparation of the surrogate mother and one frozen embryo transfer, including the clinical transfer procedure and the monitoring required around it. Before treatment begins, the doctor reviews the available embryos, their quality, transportation history where relevant and the proposed medical protocol.

If a further transfer is required, it is discussed in advance and quoted separately; it is not another full program fee.

Preimplantation genetic testing is not part of the base FET package as usually it is not recommended to make PGS-A if it was not done before embryos cryopreservation.

3. Pregnancy care, scans and hospital delivery

Pregnancy monitoring is coordinated throughout the program, with medical reports shared with the intended parents.

This part of the program covers standard pregnancy monitoring from confirmation of pregnancy through delivery. It includes scheduled obstetric consultations, ultrasound examinations, routine medical reports and hospital delivery within the agreed pathway.

Non-invasive prenatal testing (NIPT), including screening for common chromosomal conditions, is included in the standard pregnancy monitoring program. Intended parents receive updates from the pregnancy coordination team and may communicate with their surrogate mother; Nova Espero encourages respectful direct communication rather than prohibiting it.

4. Agency coordination and legal services

Nova Espero is not a one-person intermediary. The team includes coordinators responsible for egg donors and surrogate mothers, pregnancy coordinators, psychological support for surrogate mothers and an in-house licensed Ukrainian lawyer (attorney-at-law).

The agency connects the medical, candidate, coordination and legal parts of the program. Services include case planning, candidate matching, document review, professional translation, notarisation, contracts and agreements, coordination with the selected doctor and embryology team, pregnancy support, birth registration and Ukrainian exit documentation. These translation, notarial and documentation services are included in the agency fees rather than presented later as separate routine charges.

Each family’s documentation route depends on its citizenship and circumstances. Where home-country advice is required, intended parents should also consult an appropriately qualified lawyer in their own jurisdiction.

What is not included in the Surrogacy with FET program?

  • Creation of embryos or egg retrieval when embryos do not already exist;
  • intended parents’ flights, accommodation and personal living expenses;
  • additional embryo transfers beyond the first;
  • preimplantation genetic testing of embryos and parental DNA testing of newborn;
  • optional services such as cord-blood banking, childcare help or household support;
  • services outside the agreed individual medical and legal pathway.
